1.     Organizational Context

 

a.        Organizational Setting

 

The Security and Travel Risk Analyst will be working for the Safety and Security Coordination Service (SSCS) in the Security and Information Assurance Division (SIAD), Administration, Finance and Management Sector of the World Intellectual Property Organization (WIPO).

 

The Division is responsible for all aspects of WIPO”s information- and security risk management. It ensures that appropriate policies and procedures are in place and effective measures and controls are established to assess and mitigate threats/risks to the Organization.

 

b.        Purpose Statement

 

The incumbent serves as a subject-matter expert on travel and field activity security risks and provides independent analytical input that informs operational planning and strategic decision-making for WIPO and UPOV activities worldwide. The incumbent will specifically manage and operate the WIPO-specific travel risk management system and the UNSMS personnel tracking systems to ensure that all official WIPO travel is undertaken while respecting the WIPO Security Risk Appetite and applicable UNSMS policy.

 

c.        Reporting Lines

 

The role reports directly to the Head of Safety and Security Coordination Service (H-SSCS).

 

d.        Work Relations

 

The incumbent will liaise extensively with relevant internal business and technical stakeholders in and external to the Organization, specifically: Personnel and managers at all levels in WIPO HQ Geneva, as well as UNDSS and other UNSMS entities located in destinations for duty travel; Stakeholders related to security risk assessments of WIPO conferences and events in and outside HQ; Managers of WIPO External offices for all activities and events external to the offices; UNSMS entities undertaking security risk analysis; and Host country law enforcement and official emergency services.

 

 

2.     Duties and Responsibilities

 

The incumbent will perform the following principal duties:

 

a.  Develop specific and tailored security Standard Operating Procedures related to WIPO/UPOV travel and external activities, working with the Travel and Mission Support Team as well as the WIPO Business Continuity Coordinator.

 

b.  Provide technical support and security risk analysis for all travel activities, including engagement with UNDSS and other UNSMS entities in destinations and develop country and regional-specific thematic analyses of specific insecure areas, including the underlying cause of inaccessibility and insecurity, the local dynamics, and the planning and implementation of risk management measures customized to the local context and risk analysis.

 

c.  Support the organization”s activities outside its Headquarters by providing programmatic security support and security risk analysis for all program activities.

 

d.  Draft analytical documents that will form the baseline for a global “common operating picture” that can be used by management and personnel to ensure timely and accurate decision-making.

 

e.  Develop and support proactive communications with staff to build awareness of travel security and risk management.

 

f.   Support internal change management initiatives by advising on security implications of process or structural reforms and advising on integrating security risk mitigation strategies.

 

g.  Enhance collaboration within the UN Security Management Systems (UNSMS), including enhancing integration between WIPO”s internal travel systems and the UNSMS systems.

 

h.  Deliver security awareness training to WIPO/UPOV personnel.

 

i.   Carry out other analytical and research assignments and duties as required.

 

j.   Perform other related duties as required.

 

 

3.     Requirements

 

Education (Essential)

First-level university degree in Security Risk Management, Military or Police Sciences, Political Science, and International Relations or a related discipline.

 

A degree in a different field may be sufficient if coupled with relevant experience.

 

Education (Desirable)

UN Security Management System certification (Security Certification Program and/or Security Analysis Practice and Process).

 

Experience (Essential)

At least six years of progressively responsible experience in security analysis and security risk management, including Travel Risk Management.

 

Demonstrated understanding of security-related analytical processes.

 

Experience (Desirable)

Experience in conducting security risk assessments within the UN common system.

 

Language (Essential)

Excellent written and spoken English or French skills and a good knowledge of the other.

 

Language (Desirable)

Good knowledge of any other UN official languages.

5.      Information

 

Mobility:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  Please note that this estimate is for information only.  The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice.  The figures quoted below are based on the July 2025 rate of 90.7%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

* Initial fixed-term appointment of two years, renewable subject to satisfactory performance and other applicable conditions.  The selected candidate’s appointment will be subject to an overall term of five years in this position, with normally no possibility of renewal beyond that term.  S/he may, however, apply and be considered for other positions at WIPO.

This is not applicable to WIPO staff members on fixed-term, continuing or permanent appointments, who were recruited following a competition under Staff Regulation 4.10 (“Appointment Boards”).
