Key Responsibilities
Tasks to be performed under this contract
Lead the Planning and Inception Process: Engage with key stakeholders and develop a detailed work plan and methodology for the assignment
Conduct Comprehensive DRM Stocktaking: Review existing DRM structures, policies, frameworks, and initiatives at national and state levels and produce a stocktaking report.
Design and Develop Tailored Training Materials: Develop curriculum, participant manuals, facilitator guides, and presentations for effective delivery
Facilitate Capacity-Building Training Workshops: Organize and deliver participatory training for national and state DRM Council members.
Support Development of Emergency Preparedness and Response Plans: Guide DRM Councils in drafting practical, context-specific preparedness and response plans.
Document and Report Progress and Results: Prepare and submit an progress reports and final report.
Ensure Knowledge Transfer and Institutional Sustainability: Handover all training materials, plans, and related documents in editable formats to MHADM
IOM Roles/Obligation
Provide Strategic Oversight and Guidance; Ensure the assignment aligns with the broader objectives of ECRP II
Facilitate Coordination and Stakeholder Engagement: Support the consultant in engaging with relevant stakeholders.
Provide Access to Relevant Documentation and Data: Share existing reports, DRM plans, policy documents, and other relevant documents
Support Logistical Arrangements: Assist in arranging venues, mobilizing participants, and organizing logistics for capacity-building workshops including travel and field visits where possible.
Monitor Progress and Quality Assurance: Review and provide timely feedback on deliverables.
Facilitate Institutional Ownership and Sustainability: Ensure that DRM Councils and relevant institutions understand and adopt the tools, plans, and training materials developed.
PMU Roles/Obligations
Support IOM in mobilization of relevant government stakeholders.
Facilitate engagement of National and state governments – ensuring that they participate in the DRM activities.
Ensure the quality of respective deliverables, reports, and feedback

Deliverables
The consultant will be responsible for producing the following deliverables:

- Inception Report
- Summary of understanding of the assignment, methodology, detailed work plan, timelines, and proposed tools.
- Documentation of the inception meeting with ECRP II Project Management Unit, MHADM, including agreed objectives, deliverables, and expectations.
- DRM Stocktaking Report
- Comprehensive assessment of existing national and state DRM structures, institutional capacities, coordination mechanisms, early warning systems, and ongoing initiatives.
- Identification of capacity gaps, challenges, and opportunities for system strengthening.
- Practical recommendations to inform capacity-building activities and preparedness plan development.
- Training Curriculum and Materials
- Tailored capacity-building curriculum aligned with South Sudan’s DRM context and stocktaking findings.
- Participant manuals, facilitator guides, PowerPoint presentations, and case studies for delivery during the training sessions.
- Soft copies of all materials for institutional archiving and future use.
- Capacity-Building Training Workshops Conducted
- Facilitation of participatory training workshops for national and for state DRM Councils.
- Attendance sheets, pre-and post-training evaluation summaries, and brief training reports for each session.
- Emergency Preparedness and Response Plans
- Context-specific preparedness and response plans developed with DRM Councils at national and state levels.
- Plans aligned with identified risks, capacities, South Sudan’s DRM policy framework, and the Sendai Framework.
- Progress Reports
- Brief reports summarizing activities completed, emerging findings, challenges faced and proposed next steps.
- Final Assignment Report
- Comprehensive capacity building and stocktaking report.
- Submission of all relevant annexes, including workshop attendance sheets, evaluation summaries, and photos for documentation.
- Handover Package
- Delivery of all training materials, reports, plans, and relevant documents in both editable and PDF formats for institutional sustainability

The consultancy is expected to be completed within 3 months, with the following timeline:

Required Qualifications
Education
- An advanced university degree (Master’s or higher) in Disaster Risk Management, Climate Change, Environmental Studies, Public Policy, Development Studies, Humanitarian Affairs, or a related field.
Experience
Minimum of 7–10 years of professional experience in:
- Disaster risk management and community-based disaster risk management; emergency preparedness, and response planning.
- Institutional capacity building and training for government or humanitarian actors, preferably in fragile or post-conflict contexts.
- Developing and facilitating participatory training programs using adult learning methodologies.
- Demonstrated experience in:
- Conducting DRM or resilience assessments/stocktaking exercises with government stakeholders.
- Supporting the development of DRM national strategies, policies, or preparedness and response plans.
- Working with government institutions at national and sub-national levels.
- Previous work experience in South Sudan or similar fragile contexts in Sub-Saharan Africa is highly desirable
Languages
- Thorogh knowlegde of the English Language
Travel required
- Juba, South Sudna and 4 states of Unity, Upper Nile, Jonglei and Greater Pibor Administrative Area
