This position is located in the Regional Office for the Andean Region and the Southern Cone (ROCOL) with duty Station in Bogota, Colombia, Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) and is operating under the Human Trafficking and Migrant Smuggling Section (HTMSS) of the Organized Crime Branch, Division for Treaty Affairs (DTA) of UNODC. The incumbent will work under the direct guidance and supervision of the Head of justice and violence prevention in ROCOL as First Reporting Officer, the overall guidance of the Representative, ROCOL and the technical guidance of the Crime Prevention and Criminal Justice Officer (Team Leader, Technical Cooperation), HTMSS/OCB/DTA, located in Vienna, as an Additional Reporting Officer.

Responsibilities

  •  Contribute to the development, implementation and evaluation of assigned project activities under project PACTS, including providing technical assistance and practical day-to-day support to relevant bodies, entities and authorities.
  • Participate in monitoring and analyzing project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions.
  • Assist with the implementation of the workplan and activities agreed upon with the governments of Colombia and other countries in Latin America involved in the implementation of project PACTS. under the guidance and day-to-day direction of the head of the justice and prevention team in ROCOL and the Team Leader, Technical Cooperation, HTMSS and in close cooperation with the head of the TIP/SoM Unit in ROCOL Coordinate regular communication with counterparts in Colombia and other countries in Latin America involved in the implementation of project PACTS, national project staff and HQ and ensure the timely provision of inputs to HQ for reporting obligations to donors. 
  • Carry out general and administrative arrangements for the assigned project activities /projects against trafficking in persons and smuggling of migrants, including preparation of funding requests and briefs, project progress and implementation/activity reports and liaise with donor authorities, United Nations agencies and other international and regional organizations.
  • Coordinate activities related to budget funding for PACTS (project preparation and submissions, progress reports, financial statements, etc.) and prepare related documents/reports (pledging, work programme, programme budget, etc.).
  • Coordinate and liaise with inter-governmental and non-governmental organizations and institutions which are active in the provision of training and education on related issues, as well as with associated UNODC and broader UN programmes.
  • Contribute to initiating and coordinating outreach activities; coordinate and conduct trainings, workshops, seminars, etc. in the context of PACTS project; deliver presentations on assigned topics/activities and act as a resource person and/or moderator in workshops, seminars, training courses and meetings.
  • Participate in designing curricula and courses on trafficking in persons and the smuggling of migrants and related serious criminal activities.
  • Undertake frequent mission travel in PACTS project beneficiary countries.
  • Participate in field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Guide trainers, experts, consultants, and other resource persons in their preparations for, and participation in project activities.
  • Guide and supervise the work of local personnel supporting implementation of PACTS project.
  • Provide substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Support the visibility of UNODC’s anti-trafficking in persons and anti-migrant smuggling work in the region in accordance with the communications plan and the local communication strategy, including through the timely submission of inputs to communication actions and products; ensure visibility to the project donor(s) in all public activities.
  • Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. 
  • Assist with visualizations and updating information material such as web pages or brochures. 

Education

An advanced university degree (Master’s degree or equivalent) in law, political science, international relations, sociology, or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two (2) years of progressively responsible professional work experience at the national or international level in coordinating programmes/projects is required. Proven experience in the design and delivery of technical assistance projects and on the development of technical assistance tools related to transnational organized crime is required. Work experience in dealing with combating trafficking in persons and the smuggling of migrants, or other roles concerning the response to trafficking in persons and the smuggling of migrants is desirable. Work experience within the United Nations system, or a similar international organization is desirable. Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Spanish, is required. Knowledge of another United Nations official language is desirable.
