An Overview:
The British Embassy in Bucharest is part of a world-wide network, representing British political, economic and consular interests overseas and is seeking to recruit a Community Liaison Officer (for 2 years) who will work closely with the Deputy Head of Mission and Corporate Services Team to support the well-being of all UK-based staff and their families at Post. Providing support and advocating for their needs prior to their posting, on arrival in Bucharest, throughout their tour and as they leave their post, primarily on community issues, welfare and communication. And, to support the induction of all staff (UK based and country based) into the embassy and contribute to staff morale through events and activities.
The key deliverables include:
1️ Welfare at Post: 50%
- Extend a warm welcome to HMG staff before they arrive and provide advice and support on various pre-posting concerns.
- Welcome all HMG staff and their dependants on arrival, ensuring smooth integration into the diplomatic and local community.
- Advise families about medical facilities and provide support during hospitalizations and routine hospital visits.
- Offer pro-active support to families on their departure from post.
- Co-own the UK-based and Country-based staff induction packs and help all new staff to integrate at the Embassy.
2️ Events Coordination (25%):
- Coordinate events for UK-based staff and dependants to build a sense of community, including collaborating with other embassies.
- Organize events in the embassy to support diversity and inclusion and to mark events of cultural importance.
3️ Communicating Effectively (25%):
- Communicate effectively on community and social matters to UK-based staff and their dependants.
- Draft high-quality, engaging monthly newsletters, and actively maintain an accurate Post Report with details of life at post.
- Visit, and maintain records on, schools approved for use by UK families to ensure educational and safeguarding standards are maintained.
- Maintain records of UKB staff and dependents and use them to prepare for and respond to any crises, acting as crisis welfare officer.
- Advocate for UK-based staff and families with Post Management.
All the above tasks require the CLO to actively promote the embassy’s values, to embrace diversity and inclusion, and to work closely and collaboratively with the Deputy Head of Mission, the corporate services team, relevant FCDO departments and the DSFA’s London office.

Our ideal candidate has:
- Experience of life overseas as an expat (specifically not only as a student).
- Excellent communication skills and people skills, to include empathy, emotional intelligence and discretion.
- Proficiency in written and spoken English (C1 level according to the Common European Framework of Reference for Languages).
- Proven understanding of British culture.
- Ability to work with people from any background.
- Good understanding of the issues faced by staff moving to live overseas.
- Good organisational and delivery skills.
- Be able to handle personal information confidentially and with discretion.

This is a part-time fixed-term contract for 24 months (20 hours net per week). Working hours are flexible and staff are entitled to time-off-in-lieu for agreed extra hours worked.
The annual leave entitlement is 25 days per year pro rata and the Embassy also enjoys a maximum of 14 Romanian / UK public holidays per year.
The monthly salary is 4824 RON gross, non negotiable. In addition, staff are entitled to a 13th month salary pro rata and may receive a performance related bonus at year end. Staff also receive meal vouchers and a monthly subscription to a medical centre.
The successful candidate will be subject to confirmation of a background check and security clearance, and satisfactory completion of a probationary period of 30 working days.
All applicants should have a pre-existing legal status to live and work in Romania. The British Embassy does not facilitate/sponsor visa applications and work permits. Staff recruited locally by the British Embassy are subject to terms and conditions service according to Romanian employment law.
Visa/work permit requirements: Candidates must currently hold the independent right to live and work in Romania and be prepared to ensure that right remains throughout the scope of the contract.

Learning and Development Opportunities: The successful applicant will receive training on relevant IT systems and processes to carry out functions, as well as being able to avail of the FCDO’s learning and development program.
